The meaning of ‘rights’

At a recent public seminar Colin Harvey (Head of Law at Queen’s University in Belfast) raised the interesting question of “What would a modern day Bill of Human Rights look like?”  By this he meant that the documents need to be inclusive and relevant to today’s everyday people. He sensitively emphasised the importance of speaking to communities in order to understand the real issues that need resolving and find out what ‘rights’ mean to them. He stated that human rights are “a discourse that captures the human person”, which serves as a reminder of the value of people, their voices and what they can contribute to making positive changes.
